The duty of this division is to planning of the programs and projects to achieve the vision, mission and the targets of the Department of Cultural Affairs. Accordingly, strategies with relevant to the achievement of targets aiming at the promotion of culture, artistes, arts institutions, arts associations, officers and the general public are planned.

• Preparation of annual action plan.
• Staff training and development programs.
• Construction planning.
• Preparation of Auspicious Times for the New Year festival.
• Budget proposals and planning of projects.
• Preparation of Divisional and District programs.
• Preparation of annual performance reports.
• Progress reviews and the meetings of the district/divisional officers.
• Planning of long term programs.
• Commemoration of World Puppetry Day and Poetry Day.
• Soosata Kala Mangalya.
• “Subhavitha Gee Viyamana- A program on the songs of 60^th and 70^th decades.
• Dolosmahe Pahana Program.
• District Cultural Authorities Programs.
• Obtaining monthly reports on the progress of the divisions of the Department.
• Provide information requested by the Department of National Budget, President’s Office, Prime-Minister’s Office and the Ministry etc. in charge of the subject of culture.
